"Rock the Oaks" Applications Now Being Accepted
"Rock the Oaks!" provides local rock bands with an opportunity to showcase their original music and gain exposure to the public at a major venue and provides a professional concert experience to local teens. All musical styles/genres are considered. Band Applications are being accepted through November 7, 2008 at 5:00 p.m.

Rock the Oaks 9 will be held on February 27, 2009 at 7:30 p.m. Tickets are $15 and available at the Civic Arts Plaza Box Office.

Frankie Avalon in Person at the Thousand Oaks Arts Festival
The 5th Annual Thousand Oaks Arts Festival will take place on September 20 and 21, 2008 from 10 a.m. to 5 p.m., at the Thousand Oaks Civic Arts Plaza, Mary and Richard Carpenter Plaza Park, 2100 Thousand Oaks Boulevard. Singer and actor Frankie Avalon, the Festival’s Honorary Celebrity Chair, will be making an appearance between 11 a.m. to 1:00 p.m. on both days.

Residents are invited to visit the Festival and enjoy a day of family activities including a 5K, 10K, one mile run/walk, and children's interactive hands-on exhibits.

Updated General Plan Housing Element Now Available
The City of Thousand Oaks has prepared a draft update to its General Plan Housing Element. It outlines how the City proposes to meet the existing and projected housing needs of all residents through 2014. An electronic version of the Draft Housing Element is available here. Hard copies are also available for public review at the Thousand Oaks City Hall Community Development Department counter, 2100 Thousand Oaks Boulevard, Monday through Friday from 8 a.m. - 5 p.m.

Community input is welcome. Please submit your comments in writing by September 22, 2008 to the Community Development Department.

The Thousand Oaks City Council is considering changes to the City's smoking ordinance that will prohibit smoking in outdoor dining areas and other public places. State Route 23 Closures
The California Department of Transportation (Caltrans) will close the southbound State Route 23 connectors to both north- and southbound US 101, Wednesday night, May 14 from 7 p.m. to 6 a.m. for striping. 

Signed detours will be posted to assist motorists.  Closures are weather permitting and subject to change.

5th Annual Thousand Oaks Arts Festival
Ventura County Visual Artists are invited to be a part of the 5th Annual Thousand Oaks Arts Festival to celebrate the visual and performing arts of the area. State Route 23 Closures
The California Department of Transportation (Caltrans) will close all lanes of northbound SR-23, from Tierra Rejada Road to Los Angeles Avenue, nightly, from 10 p.m. to 6 a.m. Sunday, March 31, through Thursday, April 3. Additionally, all lanes of southbound SR-23, from Janss Road to U.S. 101 will be closed, nightly, from 11 p.m. to 6 a.m. Sunday, March 31 through Thursday, April 3, for sign installation work. 

Signed detours will be posted. Closures are weather permitting and subject to change. Security Paving is the contractor on this $65 million project, which added a new lane in each direction on SR-23 from U.S. 101 to Los Angeles Avenue. Motorists are reminded to "Slow For The Cone Zone."

Free Vitamins for Seniors 60+
City of Thousand Oaks Council on Aging has been given a unique opportunity to participate in a pilot program through Ventura County Area Agency on Aging (VCAAA) and "Nourish America."  This program will supply Centrum Silver multi-vitamins and Caltrate supplements to seniors over the age of 60.

Home Depot Draft Environmental Impact Report Available for Review
A Draft Environmental Impact Report (EIR) for a proposed Home Depot at the corner of Foothill Drive and Hampshire Road in Thousand Oaks is now available. This Draft EIR addresses the potential environmental effects associated with the proposal.

The close of the public review period for this Draft EIR was recently extended to April 9, 2008.

CDBG Needs Assessment
The City will receive approximately $700,000 from the U.S. Department of Housing and Urban Development (HUD) to spend between July 1, 2008 and June 30, 2009 on activities that will primarily benefit lower-income persons.  A Needs Assessment public hearing (administrative hearing) is scheduled for 6 pm, Tuesday, January 15 in the Acorn Room.

11th Annual Arbor/Earth Day Set for April 19
The 11th annual Thousand Oaks Arbor/Earth Day promises to be full of surprises and fun for the whole family, while learning about recycling and caring for the environment. The event is set for Saturday, April 19, 2008 from 11 a.m. until 4 p.m. at the Conejo Creek Park North, 1379 E. Janss Road (near Janss Rd. and 23 Fwy).  Presented by the City of Thousand Oaks and the Conejo Recreation and Park District, the annual event features more than 100 eco-friendly vendors and exhibitors and draws approximately 6,000 visitors.  Parking is located on the southside of Janss Road and shuttle busses will run every 15 minutes.  Parking, shuttles, and admission are free.

The Lakes Ice Rink Hosts FREE Preview Performance of “Broadway on Ice” Musical Spectacular
The Lakes Ice Rink will host a free preview performance of "BROADWAY ON ICE" at 5:10 p.m. on Thursday, Dec. 20.  

This is an opportunity to see some of the show-stopping numbers from the stunning musical.  In addition, cast members will remain at The Lakes Ice Rink where they will skate with the public during the 5:30 p.m. ice skating session.  The performance is free, and regular ice rink rates apply during the skating session.

Kids and the Arts Fun Run
The third annual Thousand Oaks Kids and the Arts Fun Run kicks off the Thousand Oaks Arts Festival on Saturday, September 15, 2007, beginning at 8 a.m. at The Lakes with a 5K, 10K, and one mile Fun Run/Walk.  The Fun Run benefits the Alliance for the Arts’ Kids and the Arts Outreach Program.  Pre-registration begins at 6:30 a.m. and is $20. The day of the race registration is $25. Time to Renew Business Tax Certificates
All Business Tax Certificates expire on December 31 of each year. It is the taxpayer’s responsibility to submit payment for renewal in advance of January 1 each year.  Taxes become delinquent and subject to penalty of Ten Dollars ($10.00) or Ten Percent (10%) of said tax, whichever is the greater, on the first day of each month after the delinquency, to a maximum of no more than 100% of the tax if not received or post marked by February 28.

THOUSAND OAKS – The California Department of Transportation (Caltrans), in cooperation with the Fire Department and Sheriff’s Department, has closed State Route 23, between SR-126 and SR-118 due to fires. There is currently no estimated duration of the closure.

Integrated Regional Water Management Plan
On November 28, 2006, at its regularly scheduled meeting, the City Council will consider adoption of the Integrated Regional Water Management Plan prepared by the Watersheds Coalition of Ventura County.  The Watersheds Coalition of Ventura County is a unique, cooperative group of over 60 water agencies and stakeholder organizations to pursue water project funding from Proposition 50.  Proposition 50, known as the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002, was passed by California voters in 2002 to fund a variety of regional water and natural resource-related projects.

Slow Moving Traffic in Newbury Park UPDATE
Cal-American Water will be installing an 8" water main on Old Conejo Rd. at Wendy Dr. on Tuesday, October 24 from 8:00 p.m. to 5:00 a.m. Some patching will occur in the days following until October 27. Cal-American Water will be completing the project and will finish the water main installation by paving and striping the roadway. Slow moving traffic can be expected. Signed detours will be posted to assist motorists.

The California Department of Transportation (Caltrans) has contracted with Security Paving  for the $ 65 million 23 Freeway expansion project , which will add a new lane in each direction on SR-23 from US 101 to New Los Angeles Street, estimated for completion in summer 2010. The California Department of Transportation (Caltrans) will close one lane northbound on State Route 23, from Sunset Hills Road to Olsen Road, Friday night, September 15, from 10 p.m. to 5 a.m., to remove concrete safety barriers. Energy Alert Updated
Emergency Stage 2.  Cal-ISO has informed SCE that operating reserves are less than 5 % in real time or are unavoidable. Cal-ISO can order SCE to curtail interruptible load ("voluntary interruptions"). If ordered to curtail interruptible load, SCE will implement CPUC-approved programs and tariffs in which customers have voluntarily agreed to have their service interrupted during such emergencies. These voluntary interruptions are intended to prevent more severe conditions.

City Awards Contract for Solar Power Project

The City Council on June 27, 2006, awarded a 20-year contract for a solar power system at the City’s Hill Canyon Wastewater Treatment Plant (HCTP).  The contract was awarded to Solar Star TO, LLC, a subsidiary of PowerLight Corporation of Berkeley, California.  The project will generate 2,800 kilowatt-hour (kWh) per day of electricity using a 500 kW solar photovoltaic (PV) electric power generating system.

No Civil Emergency
A civil emergency management message was inadvertently sent out this afternoon while engineers were working at a Santa Barbara radio station. Phones at local dispatch centers have been flooded with phone calls.  This was an accidental test of the Emergency Alert System (EAS) and there is NO civil emergency in progress.
